ftp 테스트 접속이 안되는데 이유좀..??

데몬 실행 시키고 ftp 테스트 해 보면 421 Service not available 이게 문제인거 같은데
무슨 말인지 영.....

[root@test home]# /etc/init.d/xinetd restart
Stopping xinetd:                                           [  OK  ]
Starting xinetd:                                           [  OK  ]
[root@test home]# ftp localhost
Connected to test.
421 Service not available, remote server has closed connection
ftp>

리모트 서버가 닫혔다는데 멀 해줘야 하는가요

아 어려워라...
