Couple of things to check in your vsftp.conf file;

1. Try add "pam_service_name=vsftpd" on your config.
2. If you need to upload sth. "write_enable=YES" should be uncommented as well.
Caution) You probably want to check and adjust related settings for security
reasons (i.e. local_umask, chroot, etc...)

There are many more security settings you may want to adjust before going on line with this as well.
