vsftp에서 익명로그인은 잘되나 새로만든 계정로그인이 되질않습니다.

Fedora Core3입니다.
vsftpd를일단 소스설치하였구요.
아래는 vsftpd.conf의 내용입니다.

이렇게 설정해놓은 상태 일단은 익명로그인은 해재시켯구요
다른 계정으로 로그인을 해보면

예전에 어떻게 되었던거 같은데 지금은 잘감이 안잡히네요
검색을 해보아도 마땅히 이거다 라는 내용이 없어서 질문을 드립니다.
아무래도 vsftpd.conf의 설정내용이 잘못된거 같은데..
